the Secretary of State has in consultation

with the Governor,

of Hong Kong considered

how best to overcome the practical

difficulties with which the question

bristles, Papers are to be laid before

Parliament 28 soon as it reassembles

which will fully explain the whole

position and the further steps now

contemplated.

These papers will be

made public about the end of October

in the form of a White Paper.
